Left behind by his mother, twelve-year-old Akira is forced to take care of his younger siblings in a tiny apartment in Tokyo. It doesn’t seem his mother will make her return.

From the window of his apartment, the director films everything that happens on the street. From the people walking by, to the pigeons in his windowsill, to the puddles of water caused by the rain.

The film is set on the island of Java, during World War II. A group of British and Dutch prisoners of war are trapped in a Japanese camp and are tortured and humiliated by the Japanese soldiers. When Jack Celliers is captured in the camp a strange bond develops between him and strict camp commander Yonoi.

Just before the turn of the millennium, Taiwan is struck by a strange plague that sends people into psychosis, making them crawl on the ground and seek out dark places. Despite orders to evacuate, the tenants of a dilapidated apartment building remain in their places.
